The traceability potential is considerable and some already exist. The day after the agreement was announced, the Tripoli-based defence minister said the agreement did not affect all of its military cooperation and training agreements with Turkey, on the grounds that the GNA was Libya`s legitimate government, bound by an agreement with another legitimate government in Ankara. [fn] On 25 October 2020, Defence Minister Salahedin Al Namroush wrote on his Twitter account (@Namroush): “We affirm the strengthening of cooperation with the Turkish ally and the continuation of the training programmes received and received by the government`s defence ministry member organisations of the national agreement, and the signing of the initial agreement (5-5) does not imply the agreement of military cooperation with the State of Turkey, an ally of the State government.” On 27 November 2019, Prime Minister Faiez Serraj and Turkish President Recep Tayyip Erdogan signed a security cooperation agreement, which the Turkish Parliament subsequently ratified. The memorandum paved the way for Turkish military intervention in Libya, approved by Von Ankara MPs on 2 January 2020. Political and foreign officials in Tripoli say that Serraj has privately agreed to freeze the Turkish training programme and that they were aware that the ceasefire agreement involved the suspension of the military cooperation agreement with Ankara, but that he had not yet had to deal publicly with the issue until the end of October. A war broke out around Tripoli between April 2019 and June 2020, but for the past nine years, a less intense conflict has been going on between different Libyan groups. The agreement also stipulates that all foreign military officers must leave the country immediately and freeze all training agreements with foreign states until the Libyan parties form a new unity government.
